I’ve spent more than 25 years building relationships across Pennsylvania — in the statehouse, in the boardroom, and in the community. That network isn’t something I inherited. It’s something I earned, one conversation and one result at a time.

Her Story

My path to this work
wasn’t accidental.

My career in public service began when I was first elected to represent my hometown of Allentown. I went on to serve 14 years in the Pennsylvania House of Representatives, where my colleagues elected me to a Caucus Leadership role — only the third woman in the chamber’s 300-year history to hold that position. In Harrisburg, I learned that real progress doesn’t happen through legislation alone. It happens through trust, through relationships, and through knowing when to push and when to listen.

When I left public office in 2012, I founded JL Mann Consulting — because I believed the skills and connections I had built over a decade and a half in government could create real value for organizations navigating complex challenges. I’ve spent the years since proving that out, working with clients ranging from small nonprofits to Fortune 50 corporations across nearly every major industry in Pennsylvania.

What I offer isn’t a rolodex. It’s judgment — knowing which relationships matter for your specific situation, how to approach them, and how to deliver the outcome you need.

I’m a lifelong resident of Allentown and a graduate of Lehigh University, where I earned my degree in Government and Economics. Pennsylvania isn’t just where I work. It’s where I’m invested — personally, professionally, and civically.

Independent Management Consultant

JL Mann Consulting, LLC

I work with companies and organizations to identify and connect to new business, partnership, and funding opportunities in the B2B and B2G space. I help clients navigate complex regulatory issues and political dynamics, and I move strategic initiatives forward through bureaucratic channels while advancing policy objectives. My client list spans small private firms, nonprofits, and Fortune 50 corporations — and every engagement is rooted in the same thing: trusted relationships and a results-first approach.

2014 – Present

Co-Founder

Executive Education Academy

I partnered with top education experts to launch and grow a high-performing K-12 charter school now serving more than 1,700 students from historically underserved communities in the Lehigh Valley. I provide strategic, financial, and human capital oversight alongside the CEO and COO for school operations and a leased business portfolio on a 33-acre owned campus with 500,000 square feet of developed space, including a new $25M sports stadium.

PA State Legislator

Pennsylvania House of Representatives

I served my community for 14 years in the Pennsylvania House of Representatives, where I was peer-elected to a historic Caucus Leadership role — breaking gender barriers as only the third woman in the chamber’s 300-year history to hold a Leadership position. I served on the Committees for Environmental Resources and Energy, Finance, Insurance, and Transportation, and on the Democratic Leadership Council, including as Chair of the State Legislative Advisory Board.

Wireless Communications Business

Before entering public life, I launched and grew a wireless communications business in Allentown — from acquisition through 2x growth to a profitable exit. That experience as an entrepreneur gives me a genuine understanding of what it means to build something, manage risk, and make decisions with real stakes.

Director since 2014, through a growth phase that more than doubled assets to $2.4B across 15 branches. Committees: Audit, ALCO, Compensation, Loan, and Wealth Management. I serve as liaison with legislators and the PA Bankers Association, and as an advocate for banking interests in Washington, D.C.

Chamber of Commerce of the Greater Lehigh Valley
Member since 2023. One of the largest chambers in the country, representing 5,000 member businesses.

Lehigh Valley Community Foundation
Board member since 2024, with an earlier nine-year term. The Foundation has grown fourfold to $135M in assets under management.

Past Board & Leadership Roles

Team PA Foundation — Chair, Finance Committee. Oversight of a multi-seven-figure endowment supporting Pennsylvania’s economic growth and competitiveness.

Pennsylvania Higher Education Assistance Agency (PHEAA) — Board member and Chair of the CEO Search Committee. Guided the search that secured new leadership to stabilize the organization during a period of executive transition.

St. Luke’s University Health Network — Allentown Hospital Board.
